The 84th edition of the India Foundation Dialogues was hosted at the Juniper Hall in India Habitat Center on 26th September 2022. The speaker of the event was Herve Juvin, Member of the European Parliament who spoke on, “Russia-Ukraine Conflict: A European Viewpoint”. The session was chaired by Mr. Amar Sinha, Former Secretary Economic Relations in the Ministry of External Affairs. Many dignitaries, journalists, scholars and experts attended the event which fostered an informative discussion.

An international conference, jointly organised by India Foundation and National Institute of Mental Health & Neurosciences (NIMHANS) in collaboration with Federation of Karnataka Chambers of Commerce and Industry (FKCCI) on, “Exploring Consciousness: Non-Duality to Non-Locality Man – Machine Debate” took place on September 22-24, 2022 at NIMHANS Convention Centre, Bengaluru. The conference was held over three days with presentations and addresses by top scholars, scientists and academicians from various fields.

The Indo-Japan Business Development Dialogue, jointly organized by the India Foundation, New Delhi, and the Kajima Institute of International Peace (KIIP), was held virtually on September 14, 2022. It was the third edition of the interaction between the two institutions. The session was attended by eminent scholars and dignitaries from both nations. The theme for the session was “Recruitment of High Skilled Indian Talents by Japanese Technology Companies”. Mr. Naotaka Nishiyama, the President of Tech Japan, was the speaker of this session. In his address, he talked about the business of startups in Japan. In his presentation, he showed the data on global investments in start-ups in Japan and discussed the challenges they face, especially in terms of the usage of funds in development, marketing, recruitment, and overseas expansion. He mentioned the shortage of IT manpower in Japan and yet Japan cannot invite highly skilled Indian talents efficiently.

A seminar was organised by India Foundation on 02 September 2022 at the Taj Palace Hotel, New Delhi, with the theme, “One Year After the Fall of Kabul: Geopolitical Implications for the Region”. The event was attended by senior serving and retired officers from the Armed Forces and Civil Services, foreign diplomats based in India, politicians, think tanks, scholars and the media. Capt. Alok Bansal, Director, India Foundation, in his opening remarks, stated that Afghanistan has fallen of from the international radar due to the war in Ukraine, but the situation in the country remains volatile and one year after the fall of Kabul and the return of the Taliban, we need to analyse the current situation in relation to past events and also look into the future. This set the tone for the discussions to follow, which were held in two sessions.

It needs to be remembered that in the ongoing controversy regarding Nupur Sharma, not one of the Central Asian countries have made any comment against India. This statesmanlike behaviour of Central Asia needs to be recognised and applauded and all efforts made to further expand and strengthen our partnership with them. The next Summit of the Shanghai Cooperation Organization will take place in Samarkand, Uzbekistan on 15-16 September, 2022. It will be eminently useful if PM Modi could attend this Summit. He has attended all the earlier SCO Summits, the last being in Bishkek, Kyrgyzstan in 2019, before the pandemic started. PM Modi enjoys a close rapport with the Uzbek President Shavkat Mirziyoyev. This visit will further cement the strong bonds of partnership with Uzbekistan as well as with other Central Asian countries.

At this stage, India’s Prime Minister intervened and sent his Principal Advisor Mr Deshmukh to meet the Sri Lankan President. I was also present at this meeting. It was decided that India would withdraw the IPKF from Sri Lanka. President Premadasa made full use of this meeting by leaking to the media that this meeting was regarding the withdrawal of the IPKF from Sri Lanka. He ensured that all newspapers and its sole TV Channel carried it in headlines. In fact, he got the newspapers in Colombo carry the headline “Gen Kalkat in Colombo to finalise IPKF withdrawal”. At least I made the headlines in some country! Mindful of the US and Russian withdrawals from Vietnam and Afghanistan respectively, I insisted that with a force of nearly 80,000 I will do so on my time frame and in phases. This was agreed to by all parties. I set 30 September 1990 as the date by which the withdrawal of IPKF was to be completed. In the event, we completed the withdrawal on 23 September, a full week ahead of schedule. I was the last IPKF person to leave the shores of Sri Lanka. The Sri Lankan government gave me a ceremonial send-off, replete with a ‘guard of honour’. The Sri Lanka Defence Secretary was present to see me off. Many quipped that he had been sent by President Premadasa to confirm that I had really left! During the last phase of my withdrawal, as a precautionary measure, I had our Aircraft Carrier Forces standing by, in case Sri Lanka reneged on its agreement.

On September 28-29, the 16th round of US-PRC Defence Policy Coordination talks were held between Michael Chase, US deputy assistant secretary of defence for China, and Chinese Major General Huang Xueping, via video conference. In early September, Beijing urged Canberra to facilitate its joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, hinting at the need for cooperation despite some glitches (Beijing imposed punitive sanctions against Australia because Canberra sought an investigation into the origins of the coronavirus pandemic). In return for TPP-11 membership, Beijing could reopen its markets to Australian products before the elections of 2022.
